As both a talented director and actor, Clint Eastwood has a distinctive creative style, which he keeps for the likes of Unforgiven and Bird, but he still manages to maintain a spirit of lethargic cynicism when working on formula fare such as this all-action buddy movie. For fans, there's plenty of Clint as a firecracker cop, here part of a double act with Charlie Sheen, but Clint the director makes little effort to freshen up plot, character or car chase. Still, by wrestling manfully with a bad script, Sheen does provide a few laughs along the tired way.
